4、pReportingSystems",BEARINGINMINDtheresponsibilityofGovernmentsforthesafetyofnavigationandprotectionofthemarineenvironmentinareasundertheirjurisdiction,BEINGAWAREthatvesseltrafficserviceshavebeenprovidedinvariousareasandhavemadeavaluablecontributiontosa

5、fetyofnavigation,improvedefficiencyoftrafficflowandtheprotectionofthemarineenvironment,BEINGALSOAWAREthatanumberofGovernmentsandinternationalorganizationshaverequestedguidanceonvesseltrafficservices,RECOGNIZINGthatthelevelofsafetyandefficiencyinthemove

6、mentofmaritimetrafficwithinanareacoveredbyavesseltrafficserviceisdependentuponcloseco-operationbetweenthoseoperatingthevesseltrafficserviceandparticipatingvessels,RECOGNIZINGALSOthattheuseofdifferingvesseltrafficserviceproceduresmaycauseconfusiontomast
