4、.38)andotherlaws,codesandregulations,andwithreferencetothechargingschemeofthestatebasedontotalamountofdischarge.Article2Thismethodshallbeimplementedonallenterpriseandinstitutionentitiesandindividualindustrialandcommercialhouseholdswithintheterritoryoftheprovincethataredischargingwasteorsewagewa

5、tertotheenvironmenteitherdirectlyorindirectly(hereinafterreferredtoaspollutiondischargeunit).Foranycity(town)sewagewatertreatmentplantfromwhichthetailwaterhasmetthesewagewaterdischargestandardspecifiedbythestateorlocality,waterpollutantdischargefeeshallnotbeleviedfortentativelyforthelivingsewag

6、ewateritisreceiving.Article3Chargingonthewaterpollutantdischargedonthebasisoftotalamountmeansthatpollutiondischargefeeshallbecalculatedandchargedconcurrentlyonanumberofmainpollutants.Foreachpollutant,thepollutiondischargefeeshallbecalculatedonthebasisofitspollutionequivalentandunitpollutionequi
