2、ationinfrastructureisclearlyatacrossroads.Theneedsofthesystemarerisingyetourabilitytoadequatelyfundpavementpreservationisindoubt.OverthepastfewyearstheUSeconomyhasfacednumerouschallengessuchasinflationandrisingoilandenergyprices.Thestateoftodayseconomyispresentingnewchallen

3、gesfortransportationagencies.Whetherthechallengesaretheuncertaintiesabouttheshort-runcyclicalperformanceoftheeconomy,orprojectedlong-termbudgetconstraints,itisoffundamentalimportancethatthepavementassetbepreserved.Solidandsus-tainedpavementpreservationisanecessaryfoundation

4、forasoundinfrastructure.Becauseoffundingconstraints,therehasbeenincreasingincentivetodevelopaneffectivebudgetalloca-tionprocessformanagingandpreservingourpavements.Knowingwhenapavementneedstobetreatedisonething;carryingoutacost-effectivetreatmentontimewithinaconstrainedbudg

5、etisanothermatter.TheTexasDepartmentofTransportationandtheUniversityofTexasatAustinCenterforTransportationResearcharedevelopingaprogramthatperformsmulti-year,long-termpavementpreservationandrehabil-itationneedsanalysissubjecttofundingavailabilityandperformancerequirements.T

6、hePavementPerform-anceandMaintenanceManagementSystem(PPMM)isaWeb-basedGISapplicationthatusesexistingdatafromaPavementManagementSystemdatabaseforthemonitoringandanalysisofcurrentpavementperformanceaswellasfortheestimationofcurrentandfuturemaintenanceandrehabilitationneedsoft
