1、集体土地的利用与发展摘要：土地是农业生产最基本的生产资料，是人类赖以生存和发展的物质基础。近年来，随着南充工业化和城市化水平的不断提高，耕地面积不断减少，人地矛盾日益突岀，如何实现土地资源的有效可持续利用已成为当今人类面临的重大课题之一。土地开发利用保护是促进土地可持续利用的重要途径，它作为土地利用总体规划的重要组成部分，可以有效地提髙土地利用率和土地利用效益；同时还可以通过工程措施来改变制约土地开发利用保护的因素，有效地提髙土地经济供给的能力和数量。而进行土地开发利用保护的研究对科学合理地开展土地开发利用保护活动具有重要意义。
