1、近年我国房价涨速过快，超过群众的收入增长，很多群众为房子发愁。另一方面，全国的空置房却越來越多，造成社会资源的浪费。政府屡屡出台调控措施，效果却不明显。本文希望通过研究分析，探索其屮的根木原因，并提出政策建议，以期对房地产业的健康发展有一些参考意义。房地产业的发展走向，关系到不同群体的重大利益，各种利益主体的和互博弈结果决定了房地产业的格局。本文根据我国房地产市场中的利益立场不同，分为政府、房地产商、购房需求者三个利益主体，通过分析他们各自的利益诉求，然后用博弈论的方法，建立博弈模型来研究他们间的博弈行为，总结他们的博弈结果对房地产业的影响，进而分析我国房地产市场屮，房价飙涨与大
2、量住房空置的原因，得出的推论是:各利益主体进行着激烈的博弈，众多因素干扰市场，令市场口由价格机制失灵，在房地产产能过剩的时候，房价还是不断上涨，导致更大的过剩，最终可能形成房地产泡沫。针对以上问题，木文提出自己的政策建议，包括金融、税收、土地、收入分配、人口、住房保障、依法治国等方面。在政策的制定上，应让市场在资源配置屮起决定作用，同时保证房地产市场的公平公正，让房地产业惠及更多的群众。AbstractWhyInrecentyears,thespeedofChinafshousingpricesrosetoofast,revenuegrowthoverthemasses,alot
