2、lasofservicesthatdistributeinfringingmaterial,undermineslegitimatetradeandsustainabledevelopmentoftheworldeconomy,causessignificantfinanciallossesforrightholdersandforlegitimatebusinesses,and,insomecases,providesasourceofrevenuefororganizedcrimeandotherwiseposesri
3、skstothepublic;Desiringtocombatsuchproliferationthroughenhancedinternationalcooperationandmoreeffectiveinternationalenforcement;Intendingtoprovideeffectiveandappropriatemeans,complementingtheTRIPSAgreement,fortheenforcementofintellectualpropertyrights,takingintoac
4、countdifferencesintheirrespectivelegalsystemsandpractices;Desiringtoensurethatmeasuresandprocedurestoenforceintellectualpropertyrightsdonotthemselvesbecomebarrierstolegitimatetrade;Desiringtoaddresstheproblemofinfringementofintellectualpropertyrights,includinginfr
5、ingementtakingplaceinthedigitalenvironment,inparticularwithrespecttocopyrightorrelatedrights,inamannerthatbalancestherightsandinterestsoftherelevantrightholders,serviceproviders,andusers;Desiringtopromotecooperationbetweenserviceprovidersandrightholderstoaddressre
6、levantinfringementsinthedigitalenvironment;DesiringthatthisAgreementoperatesinamannermutuallysupportiveofinternationalenforcementworkandcooperationconductedwithinrelevantinternationalorganizations;RecognizingtheprinciplessetforthintheDohaDeclarationontheTRIPSAgree
