2、UnitedNationsGeneralAssemblyresolutionA/RES/66/2).ThePoliticalDeclarationonNCDscommitsMemberStatestotakeactionto,interalia,engagekeystakeholders,incollaborativepartnershipsbetweengovernment,civilsocietyandtheprivatesector,asappropriate,inordertopromotehealthandtoreduceNCDriskfactors(paragraphs46-

3、56).ItalsocallsonWHOtodevelop,inaconsultativemanner,inputcalledforinparagraph64concerningoptionsfor“strengtheningandfacilitatingmultisectoralactionforthepreventionandcontrolofnon-communicablediseasesthrougheffectivepartnership”andtosubmitthesetotheUnitedNationsSecretary-Generalbytheendof2012.WHOE

4、xecutiveBoardresolutionEB130.R7furtherstipulatedtheneedtosafeguardpublichealthfromanypotentialconflictofinterest.ThePoliticalDeclarationonNCDs,alongwiththe2008-2013ActionPlanfortheGlobalStrategyforthePreventionandControlofNCDs(endorsedbytheWorldHealthAssemblyin2008)requiresmultisectoralactionthro

5、ughhealth-in-all-policiesandwhole-of-governmentapproachestoaddressNCDsanddelivereffectivepublichealth1responsesandresults.Suchaction,however,canonlyberealizedbytheinclusionofallstakeholdersandsocietalactors.Governmentshaveanumberofimportantresponsibilitiesinprovidingstewardshipandcoordination.Und

6、erpinningalloftheseeffortsaretheengagementofvarioussegmentsofsociety,addressingthemajordeterminantsofNCDs(mostofwhichlieoutsidethehealthsector),andbuildingstrongandcoordinatedresults-orientedcollaborativeeffortsandalliances.TheseparateWHODiscussionPaper1(Effectiveapproachesforstrengtheningmultise
