5、,andharmonyandstabilityofsociety. Article2TheStatelaysgreatstressonemploymentincreaseineconomicandsocialdevelopment,implementsaproactiveemploymentpolicy,andupholdstheguidelineunderwhichworkerskeeptheinitiativeintheirownhandswhenchoosingjobs,employment
6、isregulatedbythemarket,andthegovernmentpromotesemployment,inordertoincreaseemploymentthroughmultiplechannels. Article3Theworkersenjoytherighttoemploymentonanequalfootingandtochoiceofjobsontheirowninitiativeinaccordancewithlaw. Inseekingemployment,the
7、workersshallnotbesubjecttodiscriminationbecauseoftheirethnicbackgrounds,races,gender,religiousbeliefs,etc. Article4People'sgovernmentsatorabovethecountylevelshallmakeemploymentincreaseoneoftheirimportantgoalsintheirendeavorsforeconomicandsocialdevelop
