4、andintensifyemploymentmanagementpractices,fosterupandconsummateanopen,well-structuredhumanresourcesmarketfeaturingcompetitionsinadueorder,andprovideservicesforjob-seekinglaborersandtalent-seekingemployingunits.Article2Theseregulationsshallapplytothelaborer'sjobappli

5、cationandwork,theemployer'semploymentand,provisionofemploymentserviceactivitiesbypublicemploymentserviceorganssponsoredbylaborsecurityauthoritiesandemploymentintermediaryorgansexaminedandapprovedbylaborsecurityauthorities.TheemployingunitsmentionedinthisRegulationre

6、fertoenterprises,individualeconomyorganizations,privatenon-enterpriseorganizations,state-ownedadministrations,institutionsandsocialorganswithinChineseterritorywhichrecruitlaborerswithwhomtheyenterintolaborrelations.Article3Laborsecurityadministrationsabove-countylev

7、elshallprovideemploymentserviceandconductemploymentmanagementwithintheirrespectivelyadministrativeareaspursuanttolaws.ChapterIIJobApplicationandEmploymentArticle4Laborersshallenjoytherighttobeemployedonanequalbasisaccordingtolaws.Laborersshallbesubjecttonodiscrimina
