2、ypt,primarilyinthecontextoftheirownneighbourhood.Behindthisapproachrestsahistoryofcloselinksstretchingbackthroughthecolonialperiodaswellasdeepeconomicrelations;Europeisthemostimportanttradingpartnerandinvestorforthemajorityofthesecountries.Butthisvisiono
3、fNorthAfrica,whichwasalwaystoosimplistic,isincreasinglyatoddswiththerealityofhowthesecountriesseethemselves.Acrosstheregion,NorthAfricancountriesareturningtheirfocustowardstheirowncontinentandsteppinguptheirengagementwithsub-SaharanAfrica.TheNorthAfrican
4、turntowardsAfricaisdrivenbyseveralfactors.Somecountriesareengagedinanefforttowindiplomaticsupportonsignificantquestionsofnationalinterest:forMoroccoandAlgeria,thedisputeoverWesternSaharaandtheirbroaderstrategicrivalry;inthecaseofEgypt,itsconcernabouttheg
5、iantdamthatEthiopiaisbuildingontheNile.Beyondthisdiplomaticeffort,thefocusisalsoaresponsetotherisingsecuritythreatsandflowofmigrationreachingNorthAfricancountriesfromthesouth.Finally,theshiftisdrivenbyeconomicconcerns.NorthAfricancountriesaresearchingfor
6、newmarketsandseekingtopositionthemselvesfortheeconomicanddemographicgrowthexpectedinsub-SaharanAfricainthecomingyears.ThishasbeengivennewimpetusbythecontinuingslowgrowthratesofNorthAfrica’straditionalEuropeantradingpartners.Theturntothesouthisalsoareacti
7、ontothefailureofregionalintegrationwithinNorthAfrica,wheretradebetweencountriesremainslow.Economicandpoliticalcooperation,forexamplethroughtheArabMaghrebUnion,isheldhostageinparticulartotheAlgerian-Moroccanstand-offoverWesternSahara.Theimpactofcovid-19is
