2、rlyaffected.InordertohelpSMEscopewiththecrisis,thegovernment4timesraisedtheexporttaxrebaterate,tosupportthefinancingofsmallandmedium-sizedenterprises,stimulatingdomesticdemand,theinterestratesforthefirsthalfof2009,especiallysincethetwoquarterofthewarmreboundprovidesafavorablepolicyenviron
3、ment,butthedevelopmentofgarmentindustryinthefuturethesituationisstillworrying.Thispaperattemptstoanalyzetheindustryenvironment,policyenvironment,copingstrategies,toexplorehowthesmallandmedium-sizedclothingenterprisesinSouthofJiangsuatthecrucialmomentaccordingtotheexternalenvironmentandtim

5、eof1-11months2008profit104billion200millionyuan,down1.77%,thegrowthrateoverthesameperiodin2007,down38.76percentagepoints.Thisessentiallyreflectsthedeclineintheapparelindustryunderthefinancialcrisis,productsalesandotherissues.In20091~5,theclothingindustryprofitgrowthratewas16.60%,highertha
