2、fferedaparticularlyseriousimpact.InordertohelpSMEscopewiththecrisis,thegovernment4timesraisedtheexporttaxrebaterate,tosupportthefinancingofsmallandmedium-sizedenterprises,stimulatingdomesticdemand,theinterestratesforthefirsthalfof2009,especiallysincethetwoquarterofthewarmreboundprovidesaf
3、avorablepolicyenvironment,butthedevelopmentofgarmentindustryinthefuturethesituationisstillworrying.Thispaperattemptstoanalyzetheindustryenvironment,policyenvironment,copingstrategies,toexplorehowthesmallandmedium-sizedclothingenterprisesinSouthofJiangsuatthecrucialmomentaccordingtotheexte
4、rnalenvironmentandtimelyadjustmentofstatus,takeactivemeasurestoachieveinternalandexternalbalance.1theclothingindustryundertheinfluenceofthefinancialcrisisAffectedbytheappreciationoftheRMB,theexporttaxrebateratecut,weaknessintheinternationalmarket,monetarypolicyadjustment,garmenttextileent
5、erprisesabovethescaleof1-11months2008profit104billion200millionyuan,down1.77%,thegrowthrateoverthesameperiodin2007,down38.76percentagepoints.Thisessentiallyreflectsthedeclineintheapparelindustryunderthefinancialcrisis,unsalableproductsandotherissues.In20091~5,clothingindustryprofitgrowthr
6、atewas16.60%,higherthanthesameperiodin2008,economicbenefitsincreasedslightly.Investmentisoneofthe"threecarriages"intheeconomicoperationofthegarmentindustry,butundertheinfluenceofthefinancialcrisis,thegrowthratehassloweddownsignificantly,andtheinvestmentconfidenceofthemanufacturingenterpri
