1、[摘要]笔者认为医疗责任保险被证明是化解医疗职业风险的最佳方法。本文通过介绍我国目前医疗责任保险的研究和实施情况和国外实施医疗责任保险制度的基本情况，分析了我国实施该项制度所存在的问题和造成这些问题的原因。针对目前存在的问题，如承保力度不够，投保率低，积极性低，缺乏控制已经投保的医院的医生发生保险事故的手段问题，提出了可行的对策建议，如建立专门的法律、法规，加大宣传力度，培养专业人才，开发新产品，提高服务质量，聘请专业机构处理医疗纠纷，借鉴国外先进经验，以使得医疗责任保险能尽早在全国范围内有效推广。最后，对医疗责任险在我国的发展进行了展望，开拓了新的发展思路，提出了更
