8、低工程造价，提高预留工程保修金等的苛刻条件或要求，使以后中标施工增加极大风险。业主尚未办全各种招标手续而参与投标风险。缩短施工工期致使严重影响施工，造成提高施工成本而损失过大的风险。投标工程造价过低的风险。施工现场周边环境差的风险。地方政府文件和承诺可靠性风险。业主其它过于苛刻的条件造成风险。通过私刻公章、利用原职务虚张声势、一张收据盖多家公司印章等手段实施
