1、摘要1999年，我国将“依法治国，建设社会主义法治国家”的治国方略写进宪法修正案第十三条，法治成为我国的一项基本原则和指导思想。对国家权力的限制、对公民权利的保护是现代民主、法治和宪政体制下的行政法治追求的终极目标。为了防止权力侵入公民个人自由和权利的私有空间，促进人性的自我发展和完善，行政法治的建立要讲求人文精神，并以人文精神推进现代行政法治的发展。我国行政法治建设在不断完善的同时，也表现出诸多问题。本文试图通过论证人文精神对行政法治的推进作用，结合我国行政法治的实践，提出我国行政法治人文精神建设的具体措施，促进我国行政法治发展。本文

2、分为四部分：第一部分，介绍文章的选题意义、研究现状、研究思路与创新。第二部分，行政法治人文精神概述。本部分分析行政法治人文精神的涵义，介绍行政法治人文精神的主要理论观点，分析人文精神在行政法治中的必要性。第三部分，我国行政法治人文精神的实践分析。从行政立法、行政执法以及行政救济三个方面结合实践案例，分析我国行政立法、行政执法、行政救济中存在的问题以及人文精神在我国行政法治建设中的体现。第四部分，我国行政法治建设进程中人文精神的理性思考。本部分从人文精神在行政立法、行政执法、行政救济中的思考，提出合理化建议，以期推动我国行政法治的建设。关键
