1、大型排涝泵站更新改造项目安全鉴定工作导则（试行）第一章总则第一条为加强湖北、湖南、江西、安徽四省大型排涝泵站更新改造建设项目（以下简称“泵站更新改造项目”）的管理，规范泵站安全鉴定工作，依据《中华人民共和国水法》、《中华人民共和国防洪法》、《泵站安全鉴定规程》（SL316-2004）和《大型排涝泵站更新改造项目建设管理办法》的有关规定，制定本工作导则。第二条泵站更新改造项目安全鉴定工作由水利部统一领导。受水利部委托，中国灌溉排水发展中心（以下简称“灌排发展中心”）负责泵站更新改造项目安全鉴定工作的组织、协调、管理等工作。第三
2、条通过泵站安全鉴定，定量定性地反映泵站老化失修、效益衰减的状况，为泵站更新改造提供基础数据和科学依据，确保泵站更新改造工程建设质量，提高更新改造的水平和效益。第四条安全鉴定范围为已列入《湖北、湖南、江西、安徽四省大型排涝泵站更新改造规划》的大型排涝泵站。第五条大型排涝泵站安全状况分四类，分类指标按《泵站安全鉴定规程》（SL316-2004）执行。第二章基本程序和组织第六条泵站安全鉴定工作包括以下四个程序。transformationofgovernmentfunctions,increasingethnic,religiou
