2、rshareholdershaveapreemptiverighttopurchasethesharestobetransferredupontheirconsent”,whichisdesignedtorestricttheexternalequitytransfer,maintainthepeople-unitynatureofthelimitedcompany,andkeeptheoperationstabilityofthecompany.Withregardtothestate-ownedequity,thetransfero
3、fwhichdistinguishesfromthatinthenormalsense,namelysharesownedbytheordinaryshareholdersofalimitedliabilitycompany,thespecialtyofwhichisthetransferofstate-ownedequityshallbeboundbythetransactionrulesandregulationsformulatedbythestate-ownedassetssupervisionandadministration
4、institutions.AccordingtotheregulationsofInterimMeasuresfortheManagementoftheTransferoftheState-ownedPropertyRightofEnterprisesandNoticeoftheState-ownedAssetsSupervisionandAdministrationCommissionoftheStateCouncilonIssuingtheOperatingRulesfortheTradingofState-ownedEquityo
5、fEnterprises(hereinafterreferredtoasOperatingRules),thetradingofstate-ownedequityofenterprisesshallbeconductedinthedesignatedequityexchangeinstitutionswitheligiblequalifications,providingthereexisttwoormoreinvestorsintendingtopurchaseafterthepublicationofpublicoffer,thes
