1、南昌大学硕士学位论文土地征收过程中增值利益分配机制探究姓名：范明荣申请学位级别：硕士专业：土地资源管理指导教师：尹利民20120603摘要土地征收过程中的增值利益如何来分配，一直是当前社会各界关注的热点问题。但由于当前我国缺乏一个公平、透明和有效的利益分配机制，因而增值利益的分配出现了很多弊端，进而引发了诸多深层次的社会问题。因此，正确处理好各个利益分配主体之间的利益分配，构建一个公平公正有序的利益分配机制，刻不容缓。本研究立足于既有研究，从我国土地征收制度的历史演进阶段及特征的分析入手，试图探究中

2、央政府、地方政府、农村集体与农民个人之间在土地增值利益分配之间的关系，继而归纳现有的土地征收过程中的增值利益分配机制。研究发现：现有的土地征收的增值利益分配机制，具有过程简单，程序不严，分配不公弱势群体受损等特征，此现象的出现宏观上源于国家的制度环境，而微观上与地方政府迫于“土地财政”压力有关。因此，增值利益分配机制的重构，需要在政府与农民之间的利益初次分配，在中央政府与地方政府以及农村集体与农民个人之间的增值利益再分配的重新调整，在各个利益分配主体，寻找增值利益分配的合理均衡点。关键词：土地征收；
