2、dasofMay1,2004.TheRegulationontheImplementationoftheLawofthePeople'sRepublicofChinaonRoadTrafficSafetyChapterI.GeneralProvisionsArticle1ThepresentRegulationisformulatedinaccordancewiththeLawofthePeople'sRepublicofChinaonRoadTrafficSafety(hereinafterreferredtoas

3、theLRTS).Article2Allvehicledrivers,pedestrians,passengers,roadtrafficactivity-relatedentitiesandindividualswithintheterritoryofthePeople'sRepublicofChinashallabidebythepresentLaw.Article3Thelocalpeople'sgovernmentsatthecountylevel or aboveshallestablishandperfe

4、cttheroadsafetycoordinationmechanism,organizetherelevantdepartmentstoevaluatetheimpactofurbanconstructionprojectsonthetraffic,formulateanadministrativeplanningonroadtrafficsafety,determineanadministrativetargetandmakeanimplementationplan.ChapterIIVehiclesandDri

5、versSection1MotorVehiclesArticle4Theregistrationsofmotorvehiclesshallbeclassifiedintoinitialregistration,modificationregistration,transferregistration,mortgageregistrationandcancellationregistration.Article5Whenapplyingfortheinitialmotorvehicleplate or drivingp

6、ermit,anapplicantshallfileanapplicationtothetrafficadministrativedepartmentofthepublicsecurityorganwherethedomicileoftheownerofthemotorvehicleislocated.Whenapplyingfortheinitialmotorvehicleregistration,anapplicantshallhavethemotorvehiclecheckedandshallsubmitthe

7、followingcertificatesandvouchers:(1)Theidentificationproofoftheownerofthemotorvehicle;(2)Thepurchaseinvoiceandotherproofsoftheprovenanceofthemotorvehicle;(3)Theconformitycertificateissuedwhenthewholemotorvehicleleavesthefactory or theimportdocumentationoftheimp

8、ortedmotorvehicle;(4)Theproofofpaymentofvehiclepurchasetax or tax-exemptiondocumentation;(5)Theproofofmandatorymotorvehiclethirdpartyliabilityinsurance;(6)Otherproofsandcert
