2、处于起步阶段，存在着许多需要解决的障碍与矛盾，凼此需要系统地对国有林地流转进行研究和分析，从而明确国有林地的具体流转形式，分析出制约国有林地流转的限制因素，并提出相应的对策。国有林地流转是国有林地使用权的流转，是在不改变国有林地所有权和圈有林地用途的前提下，将国有林地的使用权按一定的程序，以有偿的方式，由一方转让给另‘方的经济行为。本文根据国有林地流转基础理论的研究，提出了国有林地流转的内涵，明确了国有林地流转所具有的特点，并在此基础上提出国有林地流转应划为商晶林林地流转和公益林林地流转，并分别对这两类林地流转

3、的目标、流转双方的确定、具体流转方式及流转程序等内容进行了深入的研究和具体的设计。然后，通过对国有林地流转实践的客观分析，本文从主观行为、客观条件和政策制订L，分别对国有林地流转的限制因素进行了深入分析和研究，明确了当前国有林地流转所面临的问题。所以，最后本文在分柝制约国有林地流转限制因素的基础上，分别从规范国有林地流转的标准、方式、建立基础性制度、加强政府行为和恰当选择国有林地流转后的经营管理方式四个方面提出了相应的对策。关键词国有林地：流转；限制因素；对策AbstractCirculationofstate
