7、ll第一章绪论1．1研究背景和意义土地是人类赖以生存和发展的物质基础，土地利用是人类占有土地的最终目的。土地合理利用是指在特定时期特定地区条件下，对土地资源的开发、利用、治理、保护和管理，并组织、协调人与人的关系以及人与资源、环境的关系，以期经济效益、社会效益、生态效益达到最佳，它涵盖了土地集约利用的内容(王万茂，1993；李珍贵，2005；Stomph等，1994)。当前的中国正处在工业化，城镇化加速发展的进程中，土地需求十分强烈，土地利用的冲突和人际矛盾也尤为尖锐，其突出表现可概括为：维护国家食物安全与推进

8、城市化进程之间、保持耕地总量动态与生态环境建设之间的矛盾，也就是土地资源在农业土地利用、建设用地及生态用地等不同利用类型和功能之间的转换与配置问题(陶志红，2000)。能否科学、合理地解决这些矛盾和冲突，切实保护耕地，大力促进合理集约用地，是全面贯彻落实科学发展观的具体要求，也是关系到我国社会经济的可持续发展，乃至整个民族的生存与发展的重大问题(刘盛和等，2008)。昆山市地处长江三角
