1、中南大学硕士学位论文控制性详细规划的调整原因与对策研究姓名：匡绍武申请学位级别：硕士专业：城市规划与设计指导教师：佘果辉;郑伯红20100501摘要控制性详细规划是我国具有法定效力的规划编制层次，是衔接城市总体规划(或分区规划)与修建性详细规划、衔接规划设计与管理实施的中间环节，是指导城市规划调控城市土地开发和各项建设活动的直接依据。在控规的实施过程中，常常会遇到大量的控规调整(修改)申请诉求，特别是控规指标调整涉及到建设单位、项目业主和城市居民等多方面的切身利益，涉及到规划编制的科学性和规划管理的严肃性，是对控规法定效力的严峻挑战。因此，

2、适时推进控规指标调整工作的改革，是实施《行政许可法》的必然要求。论文运用文献研究、比较归纳、案例研究、系统分析等方法，从大量的理论研究和实例出发，概括分析了控规及其调整工作的普遍性问题及深层原因，提出针对控规调整程序、调整论证方法和调整制度方面的措施与对策，具有重要的实践价值和创新意义。文章按照提出问题、分析问题、解决问题的逻辑关系，分为三大部分。第一部分为理论综述，在回顾我国控规产生与发展的基础上，结合国内外相关控规及其调整研究实践与经验，提出研究控规调整的目的和意义。第二部分是分析研究，通过对控规调整的概念辨析、控规指标调整的分类和主体
