1、摘要政府新闻发布作为一种政府传播活动，遵循了新闻学和传播学的一般规律。作为政府行为，它是保障公民知情权和政治参与权的重要举措。随着媒介技术的迅速发展，政府如何更好地利用这一形式，提高自身的新闻执政能力，成为摆在各级政府，特别是基层政府面前的严峻问题。2003年，北京市政府开始在全市推行新闻发言人制度。经过几年的努力，北京市政府的新闻发布制度不仅已经成为媒体传播信息的新闻源，更成为政府加强话语影响力的手段之一。然而，面对新闻时代的浪潮，北京市区县政府新闻发布水平和舆论引导能力丞待提高。本文选择北京市区县政府新闻发布制度的建立与发展这一论题，从我国新闻发言人制度的发展历
