1、中文摘要随着中国加入wT0，十一家国有电力公司和中国电监会的揭牌运行之后，标志着厂网分开、竞价上网，电力行业引入竞争机制进入了实质性阶段。对于大庆电厂而言，国电改革带来的挑战是巨大的。一是行业垄断和计划分割被打破，以前那种只管发电，不管市场的格局不复存在：二是大庆电厂机组设备老化，暴露出的安全隐患日益增多，将面临巨大的成本压力；三是高素质、高水平的专业技术人员相对匮乏。面对新形势，大庆电厂的未来，机遇和挑战并存。若想提高市场竞争力，必须实施人才强企战略，建立符合现代企业制度要求的人力资源管理体系，而切合实际的绩效考评和激励工作一直是重点和难点。本文以

2、量化考评和激励的相关理论为基础，首先，分析了大庆电厂专业技术人员绩效考评和激励上存在的问题和困难，提出了大庆电厂专业技术人员绩效考评模型，设计了评价标准，确定了考评要素的权重，通过实际应用，证明了可行性和实用性，并根据考评结果的分析，提出了对策。其次，在认真研究了绩效考评与激励的关系基础上，结合专业技术人员的实际，在政策允许的范围内，制定了10项具体的激励措施，并应用于日常人力资源管理中，起到了较好的激励作用。本文的研究对于由计划经济向市场经济转变历程中的国有企业专业技术人员的绩效考评与激励管理具有一定的参考价值。关键词：大庆电厂专业技术人员绩效考评
