4、igationofmanyofthedifficultiesassociatedwithshrimpfishing,takingaprecautionaryandecosystemapproachtofisheries.Theinferenceisthat,withanappropriateimplementationcapacity,shrimpfishing,includingshrimptrawling,isindeedmanageable.Inmanycountries,however,weakagenciesdealingwithfisheries,lackofpoliticalw
