2、ocusisonthecross-countryevidencefortheOECDcountries,butthepaperalsobrieflyreviewsevidencefromlaboureconomics,toclarifywhereempiricalworkoneducationusingmacrodatamayberelativelyuseful.Itisarguedthatonbalance,therecentcross-countryevidencepointstoproductiv
3、itybenefitsofeducationthatareatleastaslargeasthoseidentifiedbylaboureconomists.Thepaperalsodiscussestheimplicationsofthisfinding.Finally,thepaperreviewstheemergingliteratureonthebenefitsofsocialcapital.Sincethisliteratureisstillinitsearlydays,policyconcl

6、r.Thisfigureunderstatesthetrueopportunitycostofeducationalinvestments,sinceitdoesnottakeintoaccountforgoneearnings.Overall,itshouldbeclearthattheprovisionofeducationrepresentsamajorcommitmentofresourceswithintheOECD,andsomeasuringtheassociatedwelfarebene
7、fitsisanimportanttask.Oneaimofthissurveyistoexaminetheavailableevidenceonthebenefitsofeducationindevelopedcountries.Themainfocusisrestrictedtotheeffectsofeducationonlabourproductivity,atopicforwhichthereisaconsiderablebodyofevidence,admittedlyindirect.Iw
