1、AspirationsfortheHigherEducationSysteminHongKongReportoftheUniversityGrantsCommitteeDecember2010PREFACEThereviewthatgeneratedthisreportoriginatedasanassessmentoftheimplementationoftheHigherEducationReview2002.Itbecameapparent,however,thatmuchhadchangedinthehighereducati

2、onlandscapesince2002.Someofthesechangeshadbeencausedbythatreview;othersweretheconsequenceofthedynamismofHongKong–itshighereducation,societyandeconomy,andtheglobalcontext.Thisreviewthushadawideraimthanoriginallyintended,althoughitcertainlyexaminedtheimplementationofitspr

3、edecessor’srecommendations.Itmadenosensetoustoexaminehighereducationwithoutlookingatboththelocalcontextofpost-secondaryeducationprovisionandtheglobalcontextofrapidchangethatinevitablyshapesthechallengesandopportunitiesofHongKong’ssystem.Ouraimwastoassessthepresentpost-s

4、econdaryeducationlandscapeandtheUGC-fundedsectorwithinit.Wesoughttoidentifynewissueswithaviewtodevisingaforward-lookingdocumentthatwouldassisttheGovernmentandthepublicinreflectingonthepurposesofpost-secondaryeducationandhencestrategiesforHongKong’spost-secondaryeducatio

5、nsystem.Withthisinmind,weaimedtoarriveatasetofpracticalrecommendationsthatcouldhelpthesystemtoprogressandmeetnewchallenges.PartIofthisreportexaminesgeneralcontextualissuesandthoseposedbythegrowthinthepost-secondaryeducationsectorwiththeincreaseintheavailabilityanddivers

6、ityofpost-secondaryeducationopportunities.PartIIidentifieswaysoffacilitatingUGC-fundedinstitutionsintheirpursuitofexcellenceandtoenhancetheircontributionstoHongKong.Finally,inPartIIIwereflectonthepresentregulatorystructure’sfitnessforpurpose,includingtheroleoftheUGCitse

7、lf.iIngeneralterms,webelievethatavailablecomparativedatapointtoahealthyUGCsectorinwhichmarkedimprovementshavebeenmadeoverthelastdecade.ThehighlevelsreachedbyHongKonguniversitiesinrecentrankingsindicateconsiderablesuccess.Thisreportthusdoesnotstanduponanidentifiedneedfor
