1、摘要1997年7月2日，金融风暴入侵泰国，泰铢贬值。随后，风暴席卷亚洲大部分国家和地区，打断了亚洲经济的高速发展之路，一些大国如中国、马来西亚、新加坡等地区出现经济萧条，一些国家甚至出现政局混乱和社会恐慌。随着经济和金融行业国际化不断深入发展，原有的政府职能已经不能适应目前高速流通的货币和金融行业以及投机资本的侵入。因此，金融监督和管理体系和风险管理系统是保证现代金融行业安全与稳定的必要条件。纵观世界，各国经济改革无非有三种方式：依靠市场机制、政府介入支持或者二者兼顾。当金融危机爆发时，政府毫无疑问应处于主导地位。政府行为作为宏观调控是经济萧条时期的主要手段，虽然政府在
2、经济中有着广泛的作用，但其局限性和管理经验缺乏容易导致道德风险行为和投机风险。随着资本与货币国际化进程加快，政府必须加强金融部门的管理与改革，健全宏观经济预警系统，进行金融制度与结构改革，审慎对待资本国际流动的自由化，促进金融业安全稳定发展.关键词：宏观调控制度改革金融危机风险管理AbstractOn2ndofJulyin1997,financialstorminvasionofThailand.Afterthat，mostofAsiawasgreatlyaffectedbythecrisis.Subsequently,stormsweptacrossmostofAsi
