1、我市激活民间资本活力问题研究摘要近年市委、市政府高度重视利用民间资本发展地方经济，正式岀台了《安阳市规范民间借贷暂行管理办法》，安阳市民间资本和民营企业发展已成为促进区域经济发展，调整产业结构，扩大社会就业的重要力量。但我市市于受政策和体制、市场投资环境、信息服务体系不健全、投资渠道狭窄等的制约，以及非法集资所引起的市民对民间融资的担忧，我市民间投资还存在一些亟待解决的问题和困难。要激活我市民间资本，尽快构建以民间投资为主体的自主性持续增长机制，我们要转变发展观念，激发民间投资热情；加大政策扶持力度，优化民间投资环境；创新财税、金融机制，为民间资本注入活力；提高民营企业竞争力，拓宽企业
