1、摘要木文首先从城市社区管理解析人手，对城市社区的概念、强化城市社区管理的意义进行了探讨。随后立足我国城市管理的现状，对改革开放以來我国城市社区管理取得的成绩、存在的问题进行了系统总结并分析了存在问题的原因。文章认为，改革开放以来，我国城市社区管理有了长足进步。但是，由于计划经济体制的影响，我国城市社区管理呈现行政化、法制不健全、管理组织力量薄弱等缺陷，与城市社会转轨变型的趋势以及社区模式创新的要求格格不入，必须进行改革。文章以I•六大精神为指导对进一步完善我国城市社区管理提出了构想，把西方发达国家城市社区管理的发展与我国
2、城市社区管理状况的对比作为切人点，分析了我国城市社区管理改革的理论依据和驱动因素，提出了城市社区管理的构建原则和基本思路，并由此设想了完善城市社区管理的具体思路:健全社区建设管理组织体系、组建社区居民自治管理网络、创建学习型社区、大力发展社区服务、加强社区干部建设等，从而建立科学有序、先进高效的城市现代社区管理新模式。关键词：我国，城市社区，管理，问题，对策，研究；SummaryThisfirstanalysisfromtheurbancommunitymanagementstaff,theconceptofurbanc
