1、广西论文：广西民办高等教育政策研究【中文摘要】教育政策是民办教育发展中最重要、最宝贵的资源。在很大程度上，民办教育政策发展的地区不平衡性，严重影响到我国特别是欠发达地区民办高等教育的健康发展。广西民办高等教育还处于政策主导型发展模式，其发展相对落后主要是由政策因素造成的。因此，运用政策文本分析和实地调查研究等科学研究方法，探索现阶段广西民办高等教育发展所遇到的政策问题，才能找出问题的症结。在公共政策等理论的指导下，对广西民办高等教育发展概况进行梳理分析，发现广西民办高等教育的合法性地位得到初步确立、民办高校依法办学氛围初步形成以及学校、教师和学生的合法权益得到基本保障等等，这些成就让我们

2、得出经验和结论：民办高校获得良好发展的重要保证，必须高度重视教育政策的发展。同时，通过研究发现配套政策不健全和政策执行不力等是阻碍民办高等教育发展的主要因素，所以，应正视这些问题并加以解决，才能更好的促进广西民办高等教育稳定的发展。最后，根据上述经验，针对广西民办高等教育政策的现状问题，从教育政策建设原则出发，提出相关政策策略，为广西民办高等教育发展提供参考与借鉴，使其在广西“学习型社会”的构建和“人才强桂”战略的实施上发挥更大的作用。【英文摘要】Educationalpolicieshavebecomethemostimportantandvaluableresourcesforthe

3、developmentofnon-governmentaleducation.Toalargeextent,thebackwardnessandregionalimbalanceofourpolicieshavegreatlyinfluencedthedevelopmentofnon-governmentalhighereducation,especiallytheeducationinunderdevelopedareas.Thedevelopmentofnon-governmentalhighereducationinGuangxiisstillmodeledbyeducationa

4、lpolicies,hencepolicieshavebeenthemajorfactortoitsbackwardness.Therefore,explorethepolicyissuesincurrentdevelopmentofnon-governmentalhighereducationinGuangxithroughtheapproachesoftextanalysisandpracticalsurveywecanfindoutthesticking-pointoftheproblem。Inthedirectionthetheoriesofpublicpolicies,this
