1、..摘要事业单位员工众多，其中不可无视的一批人就是所谓的“编外人员〞。自上世纪九十年代出现编外人员以来，其管理上存在的诸多问题越来越引起学术界和实践者的注意。事业单位对于编制外人员的管理缺乏经历，没有统一的、适当的政策。因此，使得这批人员的身份为难，相关待遇得不到落实，同时因用工时的某些方面疏忽，时不时产生劳动纠纷，使得用工单位疲于应对。如何降低事业单位编外用工风险是首要问题。法律惩罚的是XX用工的行为,只要用人单位合法用工,那么用人单位的用工风险才是最低的，也减少一些不必要的劳动纠纷。而且事业单位作为用人单位的楷模，更
