3、theUSA.GermanregulationsareTheimplementationwaseffective1January1992,drafted,validatedandenforcedbytheFTZandVDEhowever,transitionalarrangementsexistuntil31authoritiesandhavebeenmandatorysince1969.IntheDecember1995.MemberStatesmustcontinuetoUSAthestandardsareenforcedbytheFCCa

4、ndhaveallowtobeplacedonthemarketortobeputintobeenmandatorysince1980.Othercountrieshaveserviceapparatusthatconformstothenationalappliedvarioustypesofgovernmentlegislation.regulationsinforceintheirterritoryon30June1992.WherestandardsdifferbetweencountriestherecentFullimplement

5、ationwillbeeffective1January1996.removaloftradebarrierscanactuallycausetechnicalFailuretocomplywiththeserequirementswillbebarriers.Withthedrivetocreateasinglemarketandmadeacriminaloffence.hencethefreemovementofgoodsthereisaneedtoharmonisetechnicalstandardstoovercometheCovera
