2、政策，利率管制是与传统计划经济体制相适应的制度安排，在特定的历史时期发挥过积极作用，但随着资本积累达到一定规模，其弊端开始不断暴露出来，利率管制维持了商业银行的垄断利润，但导致为中小企业提供金融服务的动力不足，由此造成一大批新兴企业出现资金缺口，造成金融压抑实体经济，迎合中小企业融通的需要，民间借贷金融趁势发展，民间借贷作为一种广泛存在的融资方式，虽具有灵活，快捷，简便的优势，但又不完善的基础上进行利率改革，从而更有利于促进我国经济金融体制改革的进一步深化和融入经济金融全球一体化之中，本文通过介绍利率市场化，回顾我国利率市场化进程，研究利率市场化总体思路，进而系统分析我国利
