2、ationastowhethertheseplansareactuallyimplemented.Ourinterestfocusesonlyontheextenttowhichsupervisorsendeavortoassistemployeesincorrectingorovercomingweaknessesandinenhancingordevelopingperceivedstrengths.Thefindingsreportedherearebasedona1981monitoringoftheperformanceappraisalsystemusedbytheStateof
3、Iowa.Ascivilservicereformhasbeeninstitutedinonejurisdictionafteranotherinordertofurtherassureobjective,performancebasedpersonnelpractices,performanceappraisalhasemergedasoneofthekeyissuesinthepersonnelmanagementofthe1980s.Thisheightenedsenseofimportanceandseriousnesshas,inturn,ledtoarenewedinterest
4、inthestudyoftheactualworkingsofperformanceappraisalsystems.Theusestowhichperformanceappraisalcanbeputaremyriad.TherecentCivilServiceReformActof1978servesasamodelinthisrespect.Herewefindenunciatedwhatmaybetakenasthetypicalorientationtowardtheusesofperformanceappraisal,recommendingthatpersonnelmanage
5、rsandsupervisors"usetheresultsofperformanceappraisalas.abasisfortraining,rewarding,reassigning,promoting,reducingingrade,retaining,andremovingemployees."Performanceappraisalsystemscanalsoservetovalidatepersonneltestingandselectionprocedures,althoughsuchsystemsarethemselvesalsosubjecttoaffirmativeac
6、tionvalidationrequirements.Theeconomicrecessionsofthe1970sand1980shaveplacedsignificantrestraintsontheseuses,however.Theimpositionofhiringfreezes,thediminishmentofpromotionalopportunities,theadventofreductions-in-force,andthenearabandonmentofmeritpayprovisionsbyfinanciallystrappedgovernmentalentiti
