3、rtSecurityBill2003(theBill)beingtabledinParliamenton18September2003.ToassistwiththeimplementationofthenewsecurityrequirementstheDepartmenthasdeveloped,inconsultationwiththemaritimeindustry,draftguidancematerialsintheformofmodelportoperator,portfacilityandshipsecurityplansandaguidancepape

4、rontheconductofsecurityassessments.CopiesofthesematerialsavailablethroughtheDepartment’swebsitehttp://www.dotars.gov.au/transsec/index.aspx.PurposeofthisPlanThepurposeofthemodelPortFacilityOperatorSecurityPlanistoprovideinterimguidancetoportfacilityoperatorswhoundertheBill,whichisschedul

5、edforpassagebytheendof2003,willberequiredtoprepareandpresentsecurityplansforapprovalbytheDepartment.Thedraftplanshouldnot,however,bereliedonastheCommonwealth’sfinalposition,asthesecurityframeworkitdescribescoulddiffersubstantiallyfromthatwhichmayultimatelybeimplementedbytheCommonwealth.N
