1、明确职责定位强化内部管理确保有形建筑市场的可持续发展成都市建设工程项目交易服务中心交易中心从设立到现在已经走过了十六年的历程。十几年来，在纪检监察部门和发改等综合行政部门的大力支持下，经过全体交易中心人员的共同努力，形成了全国交易中心现在来之不易的局面。但是，我们也应该清醒地认识到，交易中心的未来之路依然不平坦。在如何继续完善交易中心的各项工作职能和服务功能，将“三个平台”建设做深入、做扎实，使交易中心真正成为招投标监督工作中不可或缺的重要载体，交易中心还有相当长的路要走。我们认为影响交易进一步发展的主要障碍有以下三个定位不明确：一是交易中心的法律定位不明确；二是交易中心的职能定位不明确；三
