1、中国民用航空空中交通管制员执照管理规则1986年4月14日发布，1997年1月6日民航总局令第60号第一次修订，1999年1月8日民航总局令第82号第二次修订第一章总则第一条为了加强中国民用航空空中交通管制员的技术管理，根据《中华人民共和国民用航空法》和《中国民用航空空中交通管理规则》，参照国际民用航空公约及其附件的有关规定，制定本规则。 第二条中国民用航空空中交通管制员执照(以下简称执照)是空中交通管制人员执行空中交通管制任务的资格证书，未取得执照者不得单独上岗工作。 第三条执照由中国民用航空总局(以下简称民航总局)统一颁发和管理。 民航总局空中交通管理局（以下
2、简称民航总局空管局）负责办理颁发和管理执照的具体事宜，并应当定期向民航总局报告执照颁发和管理的情况。 民航地区管理局负责本地区的执照管理工作。 Adheredtocomprehensivelystrengthentheparty'sideological,organizational,style,system,andfocusonfightingcorruptionandupholdingintegrity,continuouslyimprovethescientificleveloftheconstruction,inordertopromotesoundand

7、区管理局空中交通管理局的，是指该地区管理局相应的执照管理部门。 第二章执照颁发 第四条执照分为机场塔台管制员执照、进近管制员执照、区域管制员执照、进近(监视)雷达管制员执照、进近(精密)雷达管制员执照、区域(监视)雷达管制员执照、空中交通服务报告室(以下简称报告室)管制员执照、地区管理局调度室(以下简称管调)管制员执照、总局调度室(以下简称总调)管制员执照。 第五条执照申请人应当具备下列条件： (一)中华人民共和国公民； (二)年龄在20周岁(含)以上60周岁(含)以下； (三)品德良好；Adheredtocomprehensivelystrengthenthep
