2、rteenthsessionoftheStandingCommitteeoftheelevenMunicipalPeople'sCongresswasapprovedbythetwelfthsessionoftheStandingCommitteeoftheninepeople'sCongressofDecember16,1999)Article1TheseRegulationsareformulatedinaccordancewiththerelevantlawsandregulationsofthePeople'sRepublicofChinaforestlawandtheac

3、tualsituationofthisMunicipalityinordertoprotectforestresourcesandimprovetheecologicalenvironment.Secondinthecityadministrativeareasengagedinforestprotection,managementanddevelopmentandutilizationofactivities,shouldcomplywiththeseregulations.Theprotectionandmanagementofforesttreeswithintheurban

4、planningareaandinnercityareashallbecarriedoutinaccordancewiththeadministrativemeasuresforthegreeningofZibocity.ThirdtreesreferredtointheseRegulationsmeanstrees,shrubsandvines.Fourthcities,districts(counties)forestryadministrativedepartmentsinchargeoftheadministrativeareasofforestprotectionandm

5、anagement.TheforestryadministrativedepartmentofadistrictorcountymayentrustthetownshiportownforestryinstitutionstoexecuteadministrativepenaltiesinviolationoftheseProvisionswithinthescopeoftheirentrustment.Thefifthmunicipal,district(county)people'sgovernmentsshallformulateforestrydevelopmentplan

6、sinlightofeconomicandsocialdevelopmentandenvironmentalconstructionneeds.Administrativedepartmentsresponsibleforconstruction,transportation,waterconservancy,forestryandotherrelatedadministrativedepartmentsshallplancorrespondingafforestationlandsandorganizeafforestationwhentheyareinvolvedintheco

7、nstructionoftowns,villages,roadsandrivers.Articlesixthanyunitorindividualhastheobligationtoprotectforesttrees,andhastherighttoreportandprosecutethedestructionofforesttrees.People'sgovernmentsatvariouslevelsshouldcommendandrewardunitsand
