2、h,andconnectionthingsofSouthregionalintegratedtraffichub.5.2.4developmenttracktraffic13内容提要本文在分析宁夏干旱、半干旱和风沙带地区的苜蓿及草业经济发展现状的前提下，在借鉴国内其他地区苜蓿及草业经济发展经验的基础上，通过对苜蓿及草业经济发展中政策机遇、制度安排、资金扶持、人力资本因素，土地和劳动力这三大传统生产要素在草业经济的研究，提出建立“政府＋企业＋农户”的专业化的苜蓿及草业经济发展模式，以形成“企业集团型
