3、impacttheremaybeonpolicepersonnelinvestigationsif/whenagenciestransitionfromthepresentdayuseof“rules-based”to“valuesbased”guidelines,astheyimposedisciplineandinfluenceconductwithinmid-sizedpolicedepartments.IntroductionThroughoutanofficer’scareer,heorshemaybeexposedtoseveraldif
4、ferentmanagementphilosophies.FromtheTotalQualityManagement,(Deming,1980)toManagementbyObjectives(Drucker,1954)toPostIndustrialmodels,(Rost,1991)eachlookstoimprovemanagementcontrols,increaseproductivity,andregulateemployeeconduct.Inrecentyears,leadershippracticeshaveshiftedfocus
5、tomodelsthataddressimprovingemployee-employerrelationships.Thisisdoneundertheumbrellaofcreatinganenvironmentthatenhancesorganization-widecommitmenttothemission,vision,valuesandgoals.Theevolutionofmanagementpracticestowardsmore‘‘valuesbased’’orvaluescenteredmodelsbeganinthelate1
6、990’s.Theimpetusisrootedinthebeliefthatwhenorganizationsandtheirpersonnelareheldtovalues,principlesorethicsbasedstandards,bothgroupsbenefit.Reasonsuggeststhatpeoplearemorelikelytointrinsicallyembracethemission,vision,valuesandgoalsforthegreatergoodofallinvolved.Ethicalbehaviori
