3、scongressofShanxiProvinceDecember20,2007Article1withaviewtostrengtheningthefenrivershelter-forestriverbasinwaterresourcesmanagementandprotectionofwaterenvironment,toensurethesafetyofdrinkingwater,improvethefenrivershelter-forestbasinintheinlandwatersofwanjiazhai,engineeringandec
4、onomicbenefit,environmentalbenefitandsocialbenefit,accordingtothewateractofthePeople'sRepublicofChinalawofthePeople'sRepublicofChinaonthepreventionandcontrolofwaterpollutionandrelevantlawsandregulations,andcombiningwithactualtheprovince,theseregulationsareformulated.Article2.The
5、middleandupperreachesoffenheriverinfenheriverinningwucountyarereferredtoastherelevantareasoffenheriveranditstributariesofthewangjiazhuangsectionoflingshicounty.ThisregulationisapplicabletothewaterresourcemanagementandwaterenvironmentprotectionoftheYellowRiverwater(hereinafterref
6、erredtoas"yellowwater")whichisintroducedintothefenheriverinthemiddleandupperreachesoffenheriver.Article3oftheprovincialpeople'sgovernmentandriverbasinwiththemunicipalorcounty(city,area)people'sgovernmentshallstrengthenthemanagementofriverbasinwaterresourcesandwaterenvironmentpro
7、tectionworkofleadership,andbeincludedintheplansfornationaleconomicandsocialdevelopmentatthecorrespondinglevel,ensurethelocaleconomicandsocialdevelopmentandwaterresourcescarryingcapacityandwaterenvironmentalcapacity.Thepeople'sgovernmentsofcities,counties(citiesanddistricts)withi
