3、tyrapidalertEUmodelriskassessmentFirst,theEuropeanFoodSafetyformationanddevelopmentofthelegalsystem1964lawwasonlyintroducedforfreshmeatisthefirstissuedbytheEUfoodhygieneregulations.Sincethen,anincreasingnumberoffoodsafetyregulationsaredevelopedandputintopractice.Sincethe1990s,the14EUemerging
4、foodsecuritycrisis,forwhichthefoodsafetylegislativeactivitieshavebecomemorefrequent.EUfoodsafetylegalsystemhasgonethroughthreestagesofdevelopment:Stageone:theemergenceoftheCommonAgriculturalPolicytotheBSEoutbreak.Thisisthelegalsystemoffoodsafetyformativestagesofgestation.Duringthisperiod,the
5、EUlegislationinthesettlementonthebasisoftheEuropeanfoodsupplystartingtofocusonfoodqualitycontrol.1997‘GreenPaperonFoodSafety’published.Stagetwo:theoverallBSEoutbreakto‘WhitePaperonFoodSafety’release.ThisphaseoftheEUfoodsafetyfeatureisthelegalsystemreformanddevelopment.Stagethree:‘WhitePapero
6、nFoodSafety’publishedsofar.In2000theEUissuedthe‘WhitePaperonFoodSafety’,in2004andhaspromulgatedlawsonfoodsafetyintegration‘seriesoffoodhygienemeasures’,introducedthe‘GeneralFoodLaw’anda14seriesofimportantlegislation.AftergraduallystreamlinejumbledEUfoodlegislation,emphasizingprocessmonitorin
