3、thmeetingoftheStandingCommitteeofthesecondHainanProvincialPeople'sCongresssincethedateofpromulgation)Article1fortheprotectionandrationaldevelopmentandutilizationofwaterresources,thepreventionandcontrolofwaterdisasters,givefullplaytothecomprehensivebenefitsofwaterresources
4、,accordingtothe"People'sRepublicofChinawaterlaw","HainanSpecialEconomicZoneWaterRegulations"andotherrelevantlawsandregulations,combinedwiththeactualAutonomousCounty,formulated.SecondintheAutonomousCountyPlanning,development,utilization,protectionandmanagementofwaterresour
5、ces,preventionandcontrolofwaterdisasters,mustcomplywiththeseregulations.Thirdtheterm"waterresources"asmentionedintheseRegulationsreferstosurfacewaterandundergroundwater.Waterresourcesareownedbythestate.Agriculturaleconomiccollectivesinthepondsandreservoirsofwater,isacolle
6、ctiveofall.ThefourthAutonomousCountyWaterConservancyDepartmentisAutonomousCountyPeople'sGovernmentofthewateradministrativedepartmentoftheAutonomousCounty,thewaterresourcesunifiedmanagement,responsiblefortheimplementationofthe"People'sRepublicofChinawaterlaw","HainanSpecia
