4、lsecurityrightscanbedefinedasthebasicrightswhichaimtomeettheneedofmaintainingsocialmembers’basiclifeconsumptionandevenprovingtheirlifestandards.Whenthesocialmembersareintroublewithsurvivalanddevelopment,theycangetamaterialhelpfromourcountryandsociety.Inshort,socialsecurityrightsa
5、renotonlythebasichumanrights,butalsothebasicrightsenjoyedbyeverycitizen,andwhat’smore,concretelegalrights.Withoutrights,noonecanenjoyrelief;conversely,anyreliefisassociatedwithrights.And,thepromulgationandendowmentofrightsandtheirpracticalenjoymentshoulduserightsreliefsystemasits
