2、opreventthePartymember摘要救助管理事业是我国建设和谐社会的一个重要内容，它对中国的发展有着重要的战略意义。救助管理是一种公共资源型产品，有着特殊的非排他性和竞争性。这种公共产品特性、政府失灵以及市场和社会力量的优势，使得救助管理主体多元化具有可能性和必要性，多元化是救助管理发展的一大趋势。但是，中国的救助管理事业还处于初级发展阶段，面临着具有中国特色的各种问题。在当前的社会转型期，中国的救助管理多元化还为时过早，政府还必须发挥更大的作用，积极推动救助管理事业健康、合理地成长，并培育壮大市场和社会力量，引导救助管理逐步实现多元化。笔者从公共产品理论出发，指出主体
