3、scartoJagdishMitterwhoduetohisphysicalconstraintshadtoengageaparttimedrivertodropandpickhimandinbetweenthecarwasparkedintheschool.Jagdishinitiallyobligedherbysparinghiscarbutlateronwhenitbecamearoutinepracticehehadtorefusetoobligeherandduetothesaidreasons

4、hebecamevindictiveandstartedmisbehavingandilltreatingononeorotherpretext.TheGovt.employeesaccordingtotheinstructiondated03.12.2004issuedbytheGovt.ofPunjabaretogettheirsalariesthroughBanks.ButthevisuallyimpairedGovt.Employeesofallcategoriesareexemptedfromt

5、heoperationofthesaidinstructionvideinstructiondated22.02.2005andtheyaretodrawtheirpayincashfromtheirrespectiveoffices.Infactbeingvisuallyimpairednumberoftimesthesignaturesoftheseemployeesdonotmatchwiththesignaturesgiveninthebankandjusttosavethemfromthispr

6、ocedurethesaidinstructionswereissued.InthiscaseJagdishwasaskedtoopenabankaccountwhichwasopenedbyhimandthesalarywasdepositedinhisbankaccountandthenabankvoucherwasusedtogetsignedbyhimandverifiedbythePrincipalandsomebodywassenttotheschooltogetthecashandheuse

7、dtogethissalaryincash.ButthePrincipalafterJagdishrefusedtoobligeherbygivinghiscarrefusedtosignthebankvoucher.PriortothesaidvindictivenessoftheprincipalJagdishwasescortedfromoneclassroomtoanotherclassroombythestudents.ButnowthePrincipalcirculatedanoralmess

8、agetoallthestudentsandtheteachersthatnobodyistohelphim.Inthisschoolthereisonlyonestaffroomforfemalestaffandothermaleteachersallarefromsciencestreamandduringtheirvacantperiodssitinthelaboratory.Inthesaidcircumstances
