7、题，化“危”为“机”，加快发展，努力实现全市经济平稳较快发展，经市人民政府同意，现就进一步优化政府服务促进企业发展提出如下意见： 一、扩大企业融资规模。建立目标激励和考核通报机制，采取有效措施，鼓励我市各银行金融机构扩大信贷规模，加大对中小企业的信贷投入；建立中小企业融资服务平台，及时协调解决中小企业融资中的难点问题；每半年召开一次重点项目融资银企对接会，不定期分区、分行业组织中小企业融资银企对接会；积极扩
