4、lcyclesoregularthatitalmostseemstoamounttoanaturallaw.Everyfourorfiveyears,Europeancountriestakealargestridetowardsfurtherintegrationbysigninganewtreaty:theMaastrichttreatyin1992,theTreatyofAmsterdamin1997,theTreatyofNicein2001.Andin2005theyweresupposedtoratifyaEu
5、ropeanconstitution,layingthegroundforyetmoreintegration—untilthecalmrhythmwasrudelyshatteredbyFrenchandDutchvoters.Butthepoliticalimpetustosignsomethingeveryfourorfiveyearshasonlybeeninterrupted,notimmobilised,bythissetback.D.In2007theEuropeanUnionmarksthe50thanni
6、versaryofanothertreaty—theTreatyofRome,itsfoundingcharter.Governmentleadershavealreadyagreedtocelebrateitceremoniously,restatingtheircommitmentto“evercloserunion”andthebasicidealsofEuropeanunity.Byitself,andinnormalcircumstances,theEU’s50th-birthdaygreetingtoitsel
7、fwouldbefairlymeaningless,aroutineexpressionofEuropeangoodfellowship.ButitdoesnottakeaMachiavellitospotthatoncegovernmentshavesignedthedeclaration(anditseemsunlikelyanyonewouldbesouncollegiateastovetoit)theywillalreadybehalfwaytowardscommittingthemselvestoanewtrea
