4、bestosfibers,theyconcluded,wasdirectlyresponsibleforthedevelopmentofcancers,asbestosisandrelateddiseases.Takingintoaccountevidenceprovidedbyeconomistsandbuildingindustrymanagement,however,thereportassumedthatdespitetheavailabilityofothermaterials,asb
5、estoswouldcontinuetoplayamajorroleintheBritishbuildingindustryformanyyearstocomebecauseofitsavailabilityandlowcost.Asaresult,thecouncilgaveaseriesofrecommendationswhichwereintendedtoreducetheriskstothosewhomightbeexposedtoasbestosinworkingenvironment
6、s.Theyrecommendedthat,wherepossible,asbestosfreematerialsshouldbeemployed.Incaseswhereasbestoswasemployed,itwasrecommendedthatitshouldbeusedinsuchawaythatloosefiberswerelesslikelytoentertheair.Thereportrecommendedthatspecialcareshouldbetakenduringwor
7、kinenvironmentswhichcontainasbestos.Workersshouldwearprotectiveequipmentandtakespecialcaretoremovedustfromtheenvironmentandclothingwiththeuseofvacuumcleaner.Thereportidentifiedfivefactorswhichdeterminethelevelofriskinvolved.Thestateandtypeofasbestosi
